What is Motion Blur?

Motion blur is related to exposure. If the camera shutter length / exposure length is long relative to object speed, either linear and/or angular blur can occur.

What does Motion Blur do?

Motion Blur make objects in images look blurry, for both humans and for computers.

Pei et. Al show how motion blur degrades the performance image classification. They show that VGG and Alexnet are more effected by angular motion blur than blur length, but both jointly degrade performance.
